ECRIN stands for Evacuating County
Residents In Need.
ECRIN is a community outreach service to assist elected
officials and emergency responders in municipalities across
York County in obtaining important information on special
needs residents living in their communities.
ECRIN is entirely voluntary - elected officials in each
municipality determine whether they want to participate, and
residents signing up for the service must also sign a form.
Under state law (Title 35 Health & Safety of Emergency
Services Code) municipalities are required to keep
information on special needs persons in their area, and
ECRIN provides an organizational tool to do so. Also, state
law requires group living arrangements to provide their own
emergency plan. Therefore, ECRIN is a resource for residents
with special needs who have no reliable source of assistance
in the event of an emergency. ECRIN can be used for more
than just evacuation purposes - the information it provides
is also helpful in any emergency situation (fire, chemical
spill, police incidents, etc).
ECRIN assists residents by providing all emergency response
units (fire, police, EMA, etc) with a tool to access to the
same, standardized information about each person - thus
decreasing confusion during an emergency situation. This
standardized information decreases safety risks to both
responders and residents in emergency situations.
The ECRIN program consists of a paper resident sign-up
sheet, an excel spreadsheet (where the resident data is
entered by the municipality to provide an electronic copy),
as well as a GIS (Geospatial Information System) mapping
program which is accessed using a free, download-able
mapping program. The mapping portion of the program allows
emergency responders to quickly view the area in question,
and gather basic information on special needs folks in that
area.

Penn Waste Request:
TO ALL TOWNSHIP
RESIDENTS
Please have all of your trash at curbside by 6:00 am for Wed. pick
up. Chestnut Valley is now being serviced in the mornings and need
to make sure to have their cans at the curb by 6:00 am. Cans
can be put out Tuesday night. |
Spring Street Sweeping
Each spring the Public Works Department sweeps the
Township streets. Sweeping helps protect our waterways and
keeps our neighborhoods clean and livable. Debris on the
streets can clog storm drains and pollute our lakes and
rivers.
Street sweeping usually begins in April and takes about five
weeks to complete.
Which streets will be swept?
All streets owned and adopted by the Township will be swept.
Streets in new subdivisions under construction will be the
responsibility of the subdivision developer. Private streets
are the responsibility of the condominium/townhouse
development owner.
• “No Parking signs” – Crews will post “No Parking”
signs at least 24 hours before sweeping residential
streets. Parking will be banned from 7 a.m. to 3 p.m. on
the day a street is swept.
How can residents help?
To provide efficient and quick sweeping, our equipment needs
to get to the curb without obstructions. Please observe the
following:
• Try to avoid Monday to Friday daytime parking on your
street if possible
• Do not put your garbage/recycling/yard waste
containers on the street
• Safety is important for everyone, so please watch
children carefully when the sweepers are on the roadway
When will the sweeping be finished?
The spring street sweeping program typically takes about 4-
5 weeks to complete but may be delayed by cold or wet
weather, parked vehicles or excessive amounts of winter
anti-skid material.

Into a Recycling Can!!
With all the material Penn Waste accepts, it’s easy
to see why your recycling bin isn’t big enough for all of the
materials you want to recycle. Don’t worry, you can turn any
receptacle into a recycling bin by writing “RECYCLING” in big,
visible print on the side of the container. You can also call or
email Penn Waste and request recycling stickers. They are 8inch
round vinyl stickers that you adhere to two sides of your trash can.
The best part is they’re FREE.

Yes, you do need permits for: decks, sheds,
fences, patios, pools (even the seasonal-type), gazebos, etc.
Some of these projects also require plans and inspections for code
compliance. Please contact the township office for assistance.
Yard sales, garage sales, moving sales, etc. must have a permit,
which can be obtained at the twp. office for a $5.00 fee.
You will receive an orange site sign this year with your permit.

Permits for yard/garage sales, pools, fences, sheds, decks,
additions, accessory buildings, and carports must be obtained from the
township office. These permits are generally issued immediately. If you live
on a state highway, driveway permits may be secured from PennDOT by
contacting the Susquehanna Trail office at 848-6230. Township road occupancy
applications may be obtained at the township building during office hours.
Permits are required for resurfacing existing driveways as well as
installation of new ones.
There are many regulations governing the issuance of permits from setback
requirements to road specifications. Many of these regulations change
depending on the zoning district of the property. Many problems may be
prevented by a simple phone call to the township. The personnel are
available to answer questions or direct calls to the proper authorities.

To Do With Grass Clippings And Yard Waste
The best thing you can do is to begin backyard
composting. It is very important to remove grass clippings from the
waste stream. Leaves, grass clippings and other yard waste account
for about 18% of the waste stream. Based on the cost per ton for
disposal,
removal of grass clippings will save a substantial amount of money
is disposal costs.
Actually, leaving the grass clippings on your lawn gives you the
benefit of expensive fertilizer.
Decomposed grass clipping replaces the nitrogen in your soil. |

York County is cooperating with the PA Department
of Conservation and Natural Resources-Bureau of Forestry and the
USDA Forest Services in a joint effort to spray gypsy moths. East
Manchester Township is one of the areas selected to be treated this
spring.
They will be using the spray material Bacillus thuringiensis. This
only leaf-eating caterpillars.
Detailed maps of the treatment areas are available for your review
at the Penn State Cooperative Extension during the hours of
8:30 am to 4:30 pm.

SNOW REMOVAL

TOWNSHIP SNOW MANAGEMENT PLAN
IN CASE OF EMERGENCY CALL 911
East Manchester Township recognizes the importance of snow
removal, not only to residents, but also to everyone who needs to
travel to or through our community. The township utilizes a “Snow
Management Plan” to safely clear Township Streets quickly and
efficiently. Plow crews are linked via two-way radios and cell
phones to assist police, fire, and ambulance during emergency
situations. Based on traffic flow, streets are divided into
priority (main collector streets), secondary (residential
and business developments), rural (low volume and stone
roads) and cul-de-sacs.
Note: State Roads are NOT plowed by East Manchester Township.
Our goal is to clear all streets within 18-24 hours after snow
has stopped falling.
This Plan, with your cooperation, will insure the best use of time,
township resources, equipment, and manpower during snow removal and
emergencies. This publication is designed to detail the Plan and its
regulations, and guide residents and businesses during winter storm
operations.
Snow Plowing
-
Please be patient. Salting/anti-skid mix is
applied to streets within 3-4 hours after roads become slippery.
If you can, wait for this application before you travel. Trucks
begin with Priority Streets then move to secondary streets.
-
The Public Works Department begins plowing when it is determined
that at least 2 inches of snow can be measured on the roads. Plows
are ineffective in smaller amounts of snow.
-
With the start of plowing, The Township Manager, Chief of Police
or Director of Public Works Declares a Snow Emergency.
-
During a Snow Emergency please do not park on streets until snow
is removed.
-
The Public Works Department plows approximately 100 streets.
-
Priority is to clear Priority Roads. This work usually takes 6-8
hours after snow stops falling. Crews begin plowing
secondary roads after clearing all priority roads. These roads are
usually cleared 12-16 hours after snow stops falling. Crews
then move to rural roads and cul-de-sacs.
-
During severe, longer storms every effort will be made to keep
all roads open during the storm. Plowing of Priority roads may
have to continue to keep these streets open. Deep snow may require
multiple passes.
-
Crews are instructed to rotate the starting point of secondary
roads each storm.
-
Operators attempt to clear all streets to curb or edge of
pavement.
Sidewalk and Driveway Clearing
-
Plowing, blowing, or shoveling snow onto
township streets is strictly prohibited. If you pile snow on the
street beside your driveway entrance the passing plow will simply
deposit the snow back into your entrance. Plow or blow the snow
into/onto your property, this will reduce the amount the plow
pushes into your entrance.
-
Sidewalks – sidewalks must be cleared within 24 hours after snow
stops falling. Do not pile snow between the street and sidewalk,
it could be pushed back on the walk by the passing plow.
-
Parking Lot Clearing – Dumping snow or ice onto Township Street,
Sidewalk, or Public Property, plowing snow across public streets,
is strictly prohibited.
Mailbox Policy
-
Operators attempt to plow to the edge of
pavement, please keep your box beyond the edge or curb.
Overhanging boxes damaged will not be repaired.
-
Heavy snow rolling off the plow can sometimes damage boxes.
Damage due to pushed snow will not be repaired. A good, strong
mailbox or a mailbox designed for heavy snow (cantilever post),
usually withstands the storm.

Operators do not clear snow for mail delivery, it is too time
consuming.
