LEAF COLLECTION 2008

East Manchester Township will continue curbside leaf collection service this year.

Burning leaves is prohibited.

• Collection will begin week of October 27.
• The best way to handle leaves is to compost them, then use for landscaping and gardening. If composting is not an option, leaves can be raked to the curb for pick-up.
• Rake your leaves out as soon as possible, due to unknown weather conditions it is impossible to schedule. Our crew will continue moving throughout the township until the last day of pickup.
• Place leaves curbside in windrows (long narrow piles), for easier pick-up.
• LEAVES ONLY – NO STICKS, BRUSH, TRASH or ANIMAL WASTE
• Last day of pick-up will be Friday, December 5. Leaf equipment will be removed from trucks and snow equipment installed.

Turn Your Trash Can Into a Recycling Can!!

With all the material Penn Waste accepts, it’s easy to see why your recycling bin isn’t big enough for all of the materials you want to  recycle. Don’t worry, you can turn any receptacle into a recycling bin by  writing “RECYCLING” in big, visible print on the side of the container. You can also call or email Penn Waste and request recycling stickers. They are 8inch round vinyl stickers that you adhere to two sides of your trash can. The best part is they’re FREE.
 

Home Improvement Projects & Yard Sales

Yes, you do need permits for:  decks, sheds, fences, patios, pools (even the seasonal-type), gazebos, etc.  Some of these projects also require plans and inspections for code compliance. Please contact the township office for assistance.

Yard sales, garage sales, moving sales, etc. must have a permit, which can be obtained at the twp. office for a $5.00 fee.
You will receive a blue site sign this year with your permit.
 
Permits for yard/garage sales, pools, fences, sheds, decks, additions, accessory buildings, and carports must be obtained from the township office. These permits are generally issued immediately. If you live on a state highway, driveway permits may be secured from PennDOT by contacting the Susquehanna Trail office at 848-6230. Township road occupancy applications may be obtained at the township building during  office hours. Permits are required for resurfacing existing driveways as well as installation of new ones.

There are many regulations governing the issuance of permits from setback requirements to road specifications. Many of these regulations change depending on the zoning district of the property. Many problems may be prevented by a simple phone call to the township. The personnel are available to answer questions or direct calls to the proper authorities. Phone 266-6735 during regular working hours of  8 A.M.  to  4 P.M., Monday thru Friday.

Registered voters should now cast their ballot at the Starview UCC Church.

Confusing Comcast Bills?

Comcast has added our name and phone number on the back of residential bills.  This is very confusing to some of the residents.  We don't know anything about your bills and can not answer any of the questions you may have.  We are sorry for any inconvenience this may have caused and we are trying to get the problem corrected.

What To Do With Grass Clippings And Yard Waste

The best thing you can do is to begin backyard composting.  It is very important to remove grass clippings from the waste stream.  Leaves, grass clippings and other yard waste account for about 18% of the waste stream.  Based on the cost per ton for disposal,
removal of grass clippings will save a substantial amount of money is disposal costs.
Actually, leaving the grass clippings on your lawn gives you the benefit of expensive fertilizer.
Decomposed grass clipping replaces the nitrogen in your soil.

York County is cooperating with the PA Department of Conservation and Natural Resources-Bureau of Forestry and the USDA Forest Services in a joint effort to spray gypsy moths. East Manchester Township is one of the areas selected to be treated this
spring.

They will be using the spray material Bacillus thuringiensis. This only leaf-eating caterpillars.

Detailed maps of the treatment areas are available for your review at the  Penn State Cooperative Extension during the hours of 8:30 am to 4:30 pm.

IF YOUR PROPERTY IS LOCATED WITHIN A TREATMENT AREA AND YOU DO NOT WANT IT INCLUDED IN THE SPRAY PROGRAM YOU MUST CONTACT THE COUNTY GYPSY MOTH PROGRAM COORDINATOR IN WRITHING WITHIN 15 DAYS OF THE PUBLICATION OF THIS NOTICE.

Applications are now available to York County residents for a potential 2009 Gypsy Moth suppression spray program on the Gypsy Moth website. They can be filled in online or as a form that can be printed out and mailed.

PHONE BOOK RECYCLING

The York County Solid Waste Authority has kicked off its 16th annual phone book recycling program. Residents and businesses can recycle their outdated phone books now through October 19th.

Phone books will be collected at the Authority’s Recycling Drop-Off Center Located across from the Resource Recovery Center, 2651 Blackbridge Rd. Manchester Township and in the parking lots of the Queensgate Shopping Center, the West Manchester Mall, Saubel’s Market in Shrewsbury and Meadowbrook Village Shopping Center(Circuit City/Borders Books). Phone Books may be dropped off seven days a week. Residential customers with Curbside recycling may also place phone books in their curbside container at any time. Last year’s program collected more than 69 tons of phone books.
